Proposal for Elementary Administrative Structure Revised 7-1-2022


The Board of Education and Superintendent received feedback from our community regarding the reorganization of our elementary administrative structure at its Board meeting on 6-28-22. In response to that feedback the Board of Education asked the Superintendent to revise the plan to reflect the concerns of our community.


As a result, the reorganization plan published prior to June 28, 2022 has been revised as follows. This will be the proposal before the Board at its Special Board Meeting to be held on Tuesday, July 5, 2022 at 6:30 pm in the high school library.

The Jefferson Area Local elementary schools plan has been revised as follows.


In order to better align our school district’s elementary schools instructional, extracurricular, and co-curricular programs, staff development, and operational procedures, Jefferson and Rock Creek Elementary Schools will operate under the following administrative structure:


Director of Elementary Education

The Director of Elementary Education will also serve as the building principal at Jefferson Elementary School. The director of Elementary Education will report to the Superintendent of schools and is the supervisor and primary evaluator of elementary staff at both Rock Creek and Jefferson Elementary Schools. The director will align the district’s implementation of the components of the Ohio Improvement Process, and the Ohio Teacher Evaluation System, our elementary schools’ instructional, extracurricular, and co-curricular programs for grades K-6 district-wide. He/she will lead our efforts to align our elementary school curriculum, make sure that we are consistently implementing gifted education, Title I, the Third Grade Reading Guarantee, and literacy and dyslexia requirements as a district. He/she will also coordinate support resources internally including special education services, our Family Liaison, Student Success Coordinator, and community agencies.


As the Principal of Jefferson Elementary School, the Director’s Job Objectives are to effectively, and with integrity, implement the Ohio Standards for Principals by:


  • Allocating resources and managing school operations in order to ensure a safe and productive learning environment

  • Implementing procedures and policies to assure that Jefferson Elementary School is focused on building safety, sustaining and implementing strong disciplinary interventions, supporting PBIS and PAX, and working in cooperation with established building level teams to supervise and implement operational procedures

  • Establishing and sustaining collaborative learning and shared leadership to promote learning and achievement of all students

  • Engaging parents and community members in the educational process and creating an environment where community resources support student learning, achievement, and well-being

  • Working with the Jefferson Elementary School Dean of Students to create a shared vision and clear academic goals for the school, ensuring continuous progress toward achieving the goals, and supporting the implementation of high-quality standards based instruction that results in high levels of achievement for all students

Jefferson Elementary School Dean of Students

In Addition to the principal, Jefferson Elementary School will continue to have a dean of students. The dean of students will assist the principal with the day to day operational and discipline processes in the building. The dean of students also oversees the Title I program at Jefferson Elementary School.

Rock Creek Elementary Principal

Rock Creek Elementary School will be served by a full-time Building Principal who will directly report to and work with the District’s Director of Elementary Education on implementing the Rock Creek’s instructional, extracurricular, and co-curricular programs. The principal will, in collaboration with the Director of Elementary Education, supervise the teaching staff, paraprofessionals, other professional staff, classified school staff and other resource and service personnel at Rock Creek Elementary school.


The principal will be responsible for Rock Creek Elementary School’s day-to-day operations including but not limited to: discipline, supervision, interaction with parents and community, scheduling, maintenance, transportation, budgeting, safety drills and protocols, and assignment of staff duties.


The Principal’s Job Objectives are to effectively and with integrity implement the Ohio Standards for Principals by:
